American Lock really does a sad job of packaging their own locks, leaving the keys loose to bang against the lock body. After etching, 44 Delta repackages each lock to help protect the etched finish during shipping.
The markup over a stock lock reflects the additional work involved in etching and preparing each lock, its collectible nature, and helps generate a bit of additional revenue that 44 Delta uses to continue to innovate.
